Talking about Project Tailsonic's "ARG"

Hey guys, Connor here yet again! Today I want to talk about something very interesting. The following image is text with each letter moved up 3 letters, and it is also encoded using Base64. There is also an image of Tailsonic here, just because of the blog post layout. This "ARG" was made just for fun, so please enjoy it! I will also link the Base64 decoder link in the comments. Use this image to start the ARG. Note that this is quite short because it is my very first ARG. The page updates and additions were made yesterday, so this is the only piece that was missing.
Also, I know I shouldn't have posted this until at least some people find their way through the whole thing. If you want to do this without knowing the other half of the encode, you can just ignore it, but you will still need the top image to get started.
